I’m not sure I get your question right 100%, so please do explain it better for me if I misunderstood.

From what I read, you want to target multiple cities and add relevant, quality content to each page, that will convert the users by convincing them that an online deal is better than an offline one.

If this is the case, then I would say that it is a viable strategy. Any unique content helps, but as I’ve shown above, in some cases it even works out with identical content.

As long as your titles and metas are decent, the CTR is high and the user’s experience is good (no big bounce rate) then Google will understand that you deserve the rankings.

People are skeptical of building more pages with keyword variations because of this, but the are afraid for nothing. There’s always a risk that Google will drop you, but I didn’t yet see a case of a site with quality content penalized for targeting similar keywords in a doorway page manner.

What do you think about creating theese “doorway pages” for the services that can be served locally (I mean, this is intent of searchers, they want to do this locally), but actual website provides a better way to do this online. Should I target different cities with, for example, statistics for this service in this city with some paragraphs of content telling why it’s better to do this online rather than trying to search for addresses of companies doing this and some other niche-relevant information about this city. Or I shouldn’t try to apply this technique? 🙂
