If the website is responsible you don’t have to add it to Search Console.

I mentioned that you have to add it to Search Console if you’re having a different site configuration for the mobile version, compared to the desktop one.

A responsive website would be a recommended option, of course.

If a website is responsive (as it should be), then why would you have to submit that in Search Console? It’s the same website… that’s kind of the point.

This article seems to say that responsive is the way to go and then talks about websites that aren’t responsive but are adaptive (2 versions). Responsive IS the way to go and when you do that, you don’t have to worry about all this other stuff.
